Fuentes ministeriales dijeron a Xinhua, bajo condición de anonimato, que el plan de tres partes involucra el "conteo de refugiados, la ayuda médica y alimentaria y las consecuencias de seguridad y sociales". El plan de ayuda adoptado por el gabinete requiere más de 320 millones de dólares para proporcionar la ayuda humanitaria necesaria a los sirios desplazados. El bloque Cambio y Reforma, encabezado por el parlamentario Michel Aoun, insistió en cerrar la frontera para detener la afluencia de refugiados sirios. El ministro de Energía y Agua, Jebran Bassil, miembro del bloque, dijo con anterioridad que "hemos pedido al Estado una postura oficial clara en el sentido de que Líbano no puede albergar a ningún refugiado más". "El número de refugiados debe ser reducido al mínimo a través de regresarlos a las regiones sirias seguras o de deportarlos a otros países", dijo Bassil.
